Governance
VN Core FHIR is not yet an HL7 Affiliate. We are building the substantive groundwork — credible IG, review-eligible pilots, working group structure, and conformance evidence — before any Affiliate filing with HL7 International. This is transparent by design.

Every CodeSystem, extension, and constraint must point back to a Vietnamese regulation (TT/QĐ/NĐ/Luật) or an explicit clinical need.
VN Core does not aim to replace existing local standards (XML 4210, ePrescription). It bridges them to FHIR R4 so systems can interoperate.
Vietnamese health regulations change quickly (NQ 202/2025/QH15, TT 13/2025/TT-BYT, Luật 91/2025/QH15). The release cadence tracks legal changes within one release cycle.

A missing extension, a stale legal reference, a missing example, a profile mismatch with hospital workflow.
Until public workflow is approved, email the maintainer with scope, affected artifact, and evidence.
The maintainer triages the proposal, records the evidence, validates the change, and schedules it for release when accepted.
VN Core is at v0.8.0, released as 6 modular packages (core.base, bhyt.submission, terminology.clinical, terminology.traditional-medicine, device, and the aggregate core package). Versioning follows SemVer in the 0.x phase, with three classes of change:
Narrative, example, typo and metric-sync fixes. No change to artifact meaning, no migration required.
Adds a new profile/extension/ValueSet/CodeSystem or relaxes a constraint. Backward-compatible with the previous release.
Tightens cardinality, changes binding strength, or renames/removes a canonical. A migration note is mandatory; a retired code is never reused for a different meaning.
Technical governance documents (IG)
VN Core is being built openly as a trial-use contribution by Omi HealthTech. Not yet recognised as an HL7 Affiliate.
Prepare disclosed or review-eligible pilots, a technical steering structure, conformance testing infrastructure, and the evidence needed before any Affiliate filing.
Prepare an HL7 Vietnam Affiliate filing with HL7 International if governance conditions and stakeholder alignment are met.
